The list of countries that are allowed to sign up for a paypal account has just been increased from 55 to 103 countries which includes the Philippines. But as of the moment Filipino paypal users can only send payments to other paypal users. We cannot receive nor withdraw funds from our accounts just yet. Metrobank sent out snail mails to cardholders which contain their PIN.
