Based on data provided by the weather bureau, Helen (International Name: Kai-Tak) was last seen 260 km East Southeast of Tuguegarao City, Cagayan (17.0°N, 124.4°E), with maximum sustained winds of 75 kph near the center and gustiness of up to 90 kph, and moving in west northwest direction at 13 kph.
