Malacañang through Executive Secretary Paquito Ochoa, Jr. signed Proclamation No. 150 declaring Black Saturday (April 23, 2011) as a special (non-working) holiday.

Black Saturday was not included as a regular holiday when President Noynoy Aquino issued Proclamation No. 84 in December last year declaring the holidays in 2011 and removing the Arroyo administration’s so-called “holiday economics.” “Our people must be given the full and uninterrupted opportunity to ponder on the significance of the Holy Week and to properly observe its traditions with religious fervor, without prejudice to public interest,” part of Malacañang’s statement read.
