That seems to be the difference between Democrats (pro-labor, pro-poor) and Republicans (pro-business, pro-rich). I'm not a big fan of GMA, but she seems to be starting to subscribe to the Democratic formula. For that I commend her. We Filipinos should really learn from the American example.
