NHI to file complaint against Arnel Pineda

The National Historical Institute (NHI) is reportedly filing a complaint against Journey lead singer Arnel Pineda for singing the Philippine National anthem (Lupang Hinirang) slowly as opposed to the original march tempo during the Pacquiao-Clottey fight.

He also belted out the last 2 words, which was a clear violation of Republic Act (RA) 8491 according to Teddy Atienza, chief of NHI’s Heraldry Section. Republic Act 8491 under Sec. 20 says that the playing or singing of the anthem should be “in its original Filipino lyrics and march tempo.” Violators face a fine of P5,000 to P20,000, or imprisonment of up to one year, or both at the discretion of the court. But some legal experts cited the anthem being sung in Arlington, Texas, USA, which would put in question the jurisdiction of the NHI over the alleged violation.
