Smoking Ban in Metro Manila, Philippines

Smoking cigarettes in major and secondary roads, bus terminals, waiting sheds, schools, hospitals, recreational places and inside public utility vehicles will be prohibited in Metro Manila starting May 30, 2011.

Violators will be slapped with a 500-peso fine or render an eight-hour community service. This development is just a strict implementation of the provisions of Republic Act 9211 or the Tobacco Regulation Act of 2003 plus the anti-smoking prohibitions of the Land Transportation Franchising and Regulatory Board.

    It is noticeable that at night there are some vehicles whose headlights are glaring or are installed improperly which cause inconvenience to other motorists.

    R.A. No. 4136 states: “All motor vehicles shall be equipped with devices for varying the intensity of light, and the driver must dim the headlights or tilt the beams downward whenever the vehicle is being operated on well-lighted streets within the limits of cities, municipalities, and thickly populated barrios or districts, or whenever such vehicle meets another vehicle on any public highway.”

    The use of High Intensity Discharge (HID) lamps (bright blue or bright yellow) for headlights emits excessive glare to intimidate other motorists. There are some lamps that do not dim or tilt downward as headlights should have. The Metro Manila is densely populated specifically at the highways were children play. Unaccounted number of traffic accidents happen mostly side-sweeping pedestrians and parked cars.

    In this regard, we would like to request from your good office to have a regulation to BAN the use of High Intensity Discharge (HID) lamps (bright blue or bright yellow) as headlights of vehicles including motorcycles and tricycles. Vehicles including motorcycles and tricycles without headlights and tail-lights must be prohibit to travel within the premises of Metro Manila. Also, to reiterate to the public that tricycles (motorcycle with side car) of more than one (1) meter in width, from the farthest end of their steering bar to the outermost of the side wheel, must have two (2) headlights, one on each side, with white or yellowish light visible from the front, tail lights and stop lights at the rear, one on each side as provided by law, R.A. No. 4136.

    Dito nga sa Davao Php10,000.00 ang fine ng first offense eh, meron pa din naninigarilyo ng sa ibang public place (patago nga lang). tsaka di naman sa fine takot ang karamihan ng mga Davaoenos eh, kundi kay Digong (Rodrigo Duterte) mismo.
